Hibiscus time is a time for everyone. Suva City Council Special Administrator Chandu Umaria who officially opened the Vodafone Fiji 2013 Hibiscus Festival this afternoon at Albert Park said the Hibiscus Festival is a time for relaxation and fun as well as a time to raise money for charity.
